sir,

I have the honour to acknowledge the receipt

of your letter of the 17th. instant in which you refer to your

interviews of the 16th. instant with the Attorney General and

myself regarding the interposition of this Government with a

view to preventing certain deported Spanish rebel leaders

then in Hong-Kong from leaving the Colony by the U.S.S."Hugh

Mc.Culloch then lying in Chinese waters, and in which you pro-

test against the oral opinion of the Attorney General deliver-

ed to you personally that this Government could not interfere

to stop such persons from taking the imminent action which

you attributed to them.

2. In reply I am directed by the Officer Admi-

nistering the Government to confirm in writing the decision

conveyed to you orally on the 16th, instant, and to assure you

that His Excellency is most anxious to observe the strictest

neutrality between the Kingdom of Spain and the United States

of America.

3. Until you brought the circumstance to my

notice on the 16th.instant, this Government was not aware that

negotiations for inducing the rebel leaders and others to aid

the American Force-s were in progress.
